For most Gen Xers and above from English speaking countries he is simply part of shared cultural knowledge and I don't think you can really "get" Lucky without understanding he's meant to be Tom Petty if life took him down another less fortunate road.
It's like those many characters that are basically meant to be Freddie Mercury or Michael Jackson but in the world of the cartoon, and not recognizing that is just missing a joke

Lucky was just underwritten and boring was his problem, he wasn't even a real character originally, just a random loser in another episode.
They should have kept the gag early on that Luanne was a better mechanic than anyone else in the neighborhood, but didn't acknowledge it because she didn't care and it made all the neighbors uncomfortable. Would've been in-line with the show's usual humor.

He just wasn't funny. Every time he opened his mouth it was done stilted delivery of a joke you'd expect to hear from the blue collar comedy tour and it felt totally out of place with the established tone and style of the more down to earth suburban setting.
It's like he represented what people assumed King of The Hill was before actually watching.
