It's pretty obvious it's not anything now, but at the time 9/11 had JUST happened (which was previously unthinkable...a foreign attack on US soil was not something that happened) and anthrax had been found in the mail. Security measures were just being put into place where there weren't any before. People were on high alert and there were constant reports from various news sources that people needed to stay vigilant because another attack could happen. The DIY electronic art scene was pretty new so people weren't used to seeing stuff like this, and guerilla street advertising wasn't nearly as prevalent as it is today.
It's pretty laughable that it caused a panic in hindsight, but someone putting a cooking pot down for a second doesn't seem like a big deal until it's exploding (as was the case at the Boston Marathon).
In the end, I'm glad they took it seriously. If I have to take off my fricking shoes and belt at the airport, the least authorities can do is investigate the weird electronic contraptions that suddenly appeared mounted to the support beams of train lines out of nowhere.
