General Zod was a very minor villain in the comics that wasn't that well-known before Superman 2 used him, and even in the 2010s there weren't that many DC villains outside of Luthor, Zod and the core Batman villains that the average casual was aware of. Using a relatively unknown villain like Steppenwolf and building to Darkseid for later was the least of their problems.
