Like it's a given the average person is too tech illiterate, too morally weighed down, or both to get free TV on their TV, so they HAVE to buy TV, and nowadays it feels like you have to get ALL the services in order to have a proper variety of things to watch. As such, they find cable/satellite attractive, because you get a much wider variety of channels within a singular package, and they often get a discount on TV with their Phone or Internet plan
Thing is, it's TV with ads, and IIRC for about $70, you can get >HBO MAX >Hulu >ESPN+ >Disney+ >Amazon Prime >Paramount+ w/ SHOWTIME >AppleTV >Peawiener >Netflix
with ads, and you also have control over when and what you wanna watch n' all this other shit, all at the price point of a typical basic satellite package which won't include HBO and Showtime and what not.

If they care about their cable presence + financial bottom line, they should just let Adult Swim have it's own channel and fully rebrand Cartoon Network as Cartoonito, with a TV-Y7 block that runs from 6PM to 6AM, and toddler's programming block running from 6AM to 6PM. Any new content for TV-Y7 shows should target airtimes between 730PM and 10PM and everything between 10PM and 6AM should just be reruns.
