The creative drive is partly the sublimation of the sexual and physical urges felt at the prime of life which is why so many young creatives will innovate but stagnate with age. Tim Cain in particular is retired and if he had his hands on Fallout today it would not be the Fallout you remember

They don't really look that different though?
Fallout (and pretty much most games) is heavily influenced by whatever was popular at the time. The game humor is heavily influenced by Sierra/Lucasarts adventure games. The graphics were heavily inspired by games like Myst, which is why it has that ugly static rendered aspect where all the small details blend into everything.
Fallout was a low budget game that sat in the bargain bin and was mostly forgotten about until a large studio swooped in and decided to franchise it. Before that happened, the number of people that cared about that series was pretty small.

I'm not saying Fallout 1 was bad; it obviously did well enough for a sequel to be made. A lot of 90s games that are hidden gems were like that. Take Blood for example. The difference is nobody is throwing israeli money at Blood to turn it into a consumer franchise of overdeveloped mediocre installments and a TV series.
But at the time these games were released, they weren't massively popular. The RPG market for PC was more or less stagnant with more focus and better sales on consoles. People were more likely to have heard of Ultima Online than Fallout.

Fallout did not invent retro-futurism. It seems like you have some difficulty understanding what the word copy means.
When game is widely popular and successful, a lot of low-budget clones will be created by competing companies trying to cash in on that wave. For example, after Super Mario came out there were countless platforming games, even some that blatantly copied level design and style. This didn't happen with Fallout simply because it was not successful enough. Interplay still went out of business.
I'm not saying Fallout was a bad game or disliked at the time of it's release. But the only people that knew about it were ones that were paying attention to PC rpgs at the time.

as far as video games, lead devs/writers/directors peak in their late 20s and early 30s. it isn't like writing novels where years of experience improves your craft, because a big part of designing games comes from youthful, high energy ambition where you're concerned mostly about what's "cool" with no self-conscious baggage attached
