Before digital animation took over, everything was hand draw. Today it take a solid year to make a 22 minute standard short will all the bells and whistles. But in the hand drawn era, a single cartoon of 6 minutes with very simple 2 characters on a background and no effects took a bare minimum 10 months.

I'm sure they wouldn't allow any random person to start making toons. You'd need some kind of requirement or else we'll have endless Sonic OCs and boomer comic guys who hate their wives.
It wouldn't really work well with today's cartoons. The hole point was that cartoons were treated kinda like actors who can change roles and be in completely different movies, like how short could have Bugs Bunny in a forest hunted by Elmar Fudd, but then the next one has him in space messing with a martian. and then the next one he's in medieval Europe going against Yosemite Sam who is now a knight. But cartoons these days don't really do that sort of thing, they all stay within the same setting and treat everything as one continuity, albeit sometimes the continuity is only in a vague "hasn't something like this happened before?" kinda way.
I think the big question is how the toons come to life. Is there a process or is it random? I haven't seen the movie in a long time and I've never read the book. The reason I bring this up is that if any animation can come to life, everyone becomes a god of their own imaginary kingdom. Think the "Imagination Land" episodes of South Park. There would be laws, rules, governments weaponizing cartoons, all of the things that already happen here in the real world but funnier. If we could even tell what was real anymore.
