I mean, their originals (Rumble & Boardwalk) looked generic as hell, but I'm surprised Tiger's Apprentice got the Paramount+ shaft when it could've gotten some theatrical tract during the January-March dry spell.

Rise died long before Mutant Mayhem. The toys never sold.
I found Rise stickers at my local Kroger, yet my dumbass never purchased them.
There's some truth to both statements. It was not as popular as die-hard fans want others to think, but Nickelodeon got a new president of animation who took over during its production and decided right away that she wanted a new TMNT thing happening under her reign and that all the old TMNT stuff would go away in favor of a movie with no script or premise or goal, beyond giving that job to Seth Rogen, specifically.
It's possible Rise would have continued for a few more seasons otherwise, but it still wasn't doing great financially, while TMNT remained a billion-dollar-a-year IP anyways, so it didn't really matter if Rise was doing well or not because it certainly wasn't losing them any money. Executives were just being moronic like they usually are.
Toy sales absolutely mattered. Thats why season 2 got cut in half, then dumped on Nicktoons.
