I remember watching a brief bit of a cartoon in what must have been at the turn of the millennium (i.e. 1999/2000ish) where some talking animal character (a squirrel or a dog or something) was narrating his life, and for whatever bizarre reason the only bits I distinctly remember were

Then the rest of it is him (in a cave?) saying how he's fallen on hard times.
For some reason this has been stuck in my head for over 20 years. The animation style was 2D and was reminiscent of Warner Bros, so I'm thinking it might have been a bit on Animaniacs or something. I just really want to know if anyone else remembers this or if it was just some fever dream I had.

I don't think it's the correct one, but I'll send you this because you reminded me of these two when I was a kid and had sky with all the cartoon channels I was stuck in front of it 24/24 even while making homeworks.
I did watch that show but that wasn't it either. I'm pretty sure the cartoon I'm thinking of was a one-off segment from one of those anthology cartoons like Animaniacs or Freakazoid.

Well unfortunately it's hard to find the shorts from that particular show so I may have to keep looking. None of the premises I've read online seem to indicate it though. I feel like Sam Neil's character in In the Mouth of Madness.
The only other thing I can think of is maybe Freaky Stories. It sometimes had proper animation and other times it had stills.
