Harmon and Roiland I'd argue just aren't good writers, and only got any momentum because they had the right writers and their little animation happened to get noticed. Same with Butch Hartman

The whole point (and joke) of the Butt Witch is that she embodies Reggie's fears of puberty and adulthood dialled up to 11, hence she's ridiculously curvy and has a voice so deep it's a man's.
I remember one of the writers explained that puberty is a confusing time. So that's why they gave the butt witch a male voice to add towards that confusion
The show clicked for me during the birthday flashback episode that was pure condensed suffering given to a pre teen girl of all things. Then you realize reggie is a loser and terrible person that refuses to grow up by the end of it all you just want to see her happy.
