Unless you happened to have memorized your own personal entire DNA sequence and can compare it in your head against a DNA sequence you are looking at on the screen, I don't think so. The kind of work that Ulen was working on was modifying certain genes to produce specific differences and then tweaking the artificial womb to make sure those genes turned out the way they wanted them to, it's not the same as sequencing and comparing DNA which is more forensics in nature.
You'd need to run a specific test and compare to see if child is related to father or not. Even for a geneticist it's not simply a matter of glancing at an abstract set of data and saying "huh that doesn't match my personal DNA" as if it was something simple like a phone number.

I'd also argue whatever aspects of his personality show up in Cagalli; at least in the Desert Dawn Arc she was shown to be a passionate and effective leader/icon, which roughly maps to Ulen as an ambitious scientist.
If they go with Athrun x Cagalli as the future of SEED I want their kid to be the most diabolical fusion of Ulen Hibiki and Patrick Zala.
