I like these characters better than 616 but they should be more creative. Having them transported to 616 with a Carrie would be a cool nod to the Authority

I honestly, unironically, truly wish Cates could have continued whatever he was doing with Maker in Venom. Too bad he didn’t take enough levels in wizard to actually benefit from his drug abuse like Moore and Morrison.
What I'm hoping comes of this is someone in Marvel remembers there are multiple Makers out there and this Maker isn't the one from Cates' run and we'll see something.
We know Cates was the previous writer for Ultimate Invasion. Hitch said Hickman was the second writer for Invasion in some interview. And the first issue has a special thanks to donny cates in the credits, which usually means that it had unspecified contributions from that writer.

Wouldn't be surprised if the basic premise was Cates. "Maker alters the timeline how he wants" "Kang attacks from the future".
And Hickman did his own thing with those. Instead of the 1610 changing to a new UU, Hickman did it to the 616. The "superheroes as government" thing is probably all Hickman since it reeks of how he's stuck on the "superhero nation" idea.
