It really drives home just how absolutely out of control things are getting too. Sette isn't the only one in way over their head. They're up against impossible odds, each and every one of them.
I like the build up to the angsty haggard look he's got there. Which reminds me the sequence a few pages back where he glamours himself is a good point to compare. It's also nice how Sette's line calls back to what Matty said back in the shrine.

Jukrum is thieves' cant and means a licence to operate in the area, though in Unsounded it's used specifically to indicate the money you pay for that licence.
Everything else is just English with a slight accent here and there.
If you're literate enough in English you've already read a lot of this sort of thing and it won't strike you as that weird most of the time.

For me it was Jacke's accent in FFXIV. I eventually got the hang of it, but it took me a while to learn my dimber dambers from my rooks and ruffmans.

She is speaking a very stereotypical "poor person" accent; characterized by leaving out g's in -ing ("lyin'"), using archaic words ("twixt", meaning "between", "ya" which is just a corruption of "ye" which is an old informal form of "you"), and of course heavy use of "ain't" (the 'improper' version of "isn't").
All of this is not only comprehensible to an English speaker, it is frankly not very authentic and more for theatrical flair than believability. It isn't 'bad', but Sette basically talks like a pirate in every way except "yarr".
As someone from the black country, while the way she talks doesn't match my dialect I could absolutely see there being another dialect that spoke exactly like this somewhere in the country, makes the shart dialect very believable

everyone wants to believe things are worse than they really are, so sometimes pretend they're better than they really are to balance it out
Those last three panels are great, you get caught up in the story and sometimes forget she's just a scared little kid in way the frick over her head
