The pendant always glows red. Red is pretty associated with painful memories. Is it possible it's powered by painful memories?
Also is it possible that trying to use it is what alerted that red eel?

Maybe, but more directly it's known that it contains blood, which is also red. The presumption being it's Duane's and the wiser presumption being it's Mikaela's.
There's definitely weeping plague in Duane's internal pymaric component (cherry flavored) that Bastion installed. Possibly mixed with blood as well
Unsure about the amulet, though if I recall Sette seemed to think it smelled like blood but whether that's an effect of her ability to sniff more esoteric stuff like spellery or not I don't know
weeping plaugue lines up with duanes need of pymric eyes and delicu's pain research. probably used the pain plauge as a dowsers wand, to hook on to Duanes fresh and tragic end and tether him to his corpse. the amulet is probably first silver but has to be more complicated then a really expensive "hook"
Sette said it smells "like" blood and getting your tail stuck in a door(pain).
It almost definitely doesn't contain Duane's blood since Bastion had to get out of there really fricking fast that night while leaving all his gear behind.
Bastion's pymary glows red so the amulet probably glows like that when it's used because he made it. And like the other anon said, it's filled with blood and that's why it's red when it's not glowing. Pymarics are powered by good memories (good lusty ones in the brothel) but this is an amulet and I don't know if we've gotten confirmation if it's a pymaric or something new. Bastion is striking new ground with a lot of things in the background but especially with the stuff he did with Duane.

It's possible the amulet does make him see his daughter, but he's now saying that the bait no longer works since he knows for a fact his daughter is alive.
Bastion made a sentient AI twink, finished mapping the human soul, made a sentient zealot plod, and is the only character who knows what's happening in the plot and can disrupt Tittybird's plans. He's not a "hack" even if amulet is only a glamour.

He did. The snake and black tongues were looking for it and that's why they interrogated him with the snake venom knife, to try and rip the memory out of him or whatever it did.
Technically Delicieu finished the map, the black tongues were after Bastion because they didn't have the notes and figured he did (which is true, he needed those notes for his work, it's implied)

I was under the assumption that Delicieu went farther than any of the other tongues but still hadn't come to the point of mapping it fully.

If you're talking about what she said in tumblr the other day, then that's NOT what she said.
What she DID say was:
