But they needed to give more money to Bruce to justify how he has all these gadgets and shit.     Gotham City is a fictional location that's just as fantastical as Hogwarts. Even if you took away all the supervillains (most of which would have existed independently of Batman's existence), Gotham is basically ran by various different organized crime syndicates who will frick over any attempt at trying to improve the city and weed out corruption. Take the depiction of Organized crime in the Nolan films and realize that gangsters in Batman's canonical mythos are even worse, especially with mob bosses like Penguin and Black mask.

          I understand perfectly. It is not a country THAT poor, southern cone. It's a proper analogy. Yes, many woman become prostitutes because it's the only way out of poverty (real poverty). But many, if not most, because it's easier than actual work, not because of lack of better options. There would be no first world women who get into the business. There are girls who could work a normal job but choose prostitution. The same for criminals. It's easier to just rob than getting early everyday and be on schedule.
          So, investing social programs can do so much. Not saying that they shouldn't exist, bear in mind.
