Vietnam needs to produce some sort of globally-exportable media that becomes a hit by young people, like Japan did with anime/manga or Korea with Kdrama/Kpop. It might seem like a shallow thing to base a country's reputation on but it matters a ton because most people don't take the time to look into countries so they'll base their opinions on what they see in media.
Right now most of Vietnam's depictions in media are from war movies made for American boomers so obviously it's not going to paint Vietnam in the best light. Hard to tell whether Vietnam will actually produce good media when they have the money to back it though, money alone can only go so far, they'll need good ideas that aren't just imitations of what Korea/Japan/China are doing.

Imitation is how those countries got to where they are though. China is notorious for making cheap knock-offs of literally everything, Korea was imitating Jpop with Kpop, and Japan was imitating western animation in the early days of anime. Imitation is fine just so long as you make something worthwhile out of it.
