I mean she literally had to fabricate the whole "going feral" thing as it was never happening on its own, so the idea of Predators being inherently incompatible with Prey was false. She was pretty much just a vindictive little shit who wanted revenge for being overshadowed and underappreciated by the Predator mayor of the city, even though she would have probably been treated the same by a large herbivore who was in charge. You know, like how Judy was looked down on by Chief Bogo, a fellow prey animal.
The racial inequality line was never between predator and prey though. The main inequalities in the setting were more based on animal size. We never saw people stereotyping lions or tigers as being violent until AFTER bellweather started artificially inducing the feral attacks. The unprompted predator discrimination we did see was against a fox, a small animal known for being sneaky. And I guess wolves as well, not for being dangerous but for being dumb and howling all the time.
