The same reason it was groups of boys that fujoshi could ship in the 90s and 00s, because that's what's popular and Gundam has basically always been a trend chaser. It goes back at least as far as Zeta, which only had a focus on transforming mecha because that was popular at the time and you could extend to the original show easily enough, which was only a mecha show in the first place because mecha was popular.

Vapor Trail had orphans raised to be test pilots (shown at ~20 y.o.), Penetrate Blue had a mechanic and a scavenger surviving in a shelter city (also clearly past school age), let it slide for this creator just once. He's also like just out of university himself.

Volicia was being worked on since long before WfM was publicly announced (this being a solo-animated project that obviously takes ages to make if you're also working a day job), the name was also already decided before then. AsH himself pointed out the similarities, but they are purely coincidental.
