I am fairly certain that this never actually happened and is basically the result of a very strange game of online telephone that got blown out of proportion
Hartman, at some point, described the ghosts in Danny Phantom in some very complex euphemistic tongue-in-cheek sort of way that was pretty clearly meant to joke around Nickelodeon's censors (explicitly referencing death and dying in a kid's show was supposed to be kind of a taboo), after which he said something like, "...but we just call them ghosts"
This somehow got warped into the idea that still floats around that he retroactively declared that they weren't dead people because it conflicted with his religious beliefs (this would not actually line up chronologically since he became a Christian in 2000 and Danny Phantom's first episode aired in 2004 - he apparently only had second thoughts a decade after making the entire thing?)
If you actually watch the show it's blatantly obvious that most - if not all - of the ghosts are dead people; Butch Hartman has done a ton of moronic shit, but this whole canard isn't one of them
