Spongebob dries up in her treedome because as she said in her introductory episode that it is VERY hot and VERY dry. Spongebob can otherwise survive at a basic surface for a period, as shown by various episodes like Pressure, and even the first movie.
I've been rewatching through Season 1, and that's definitely the vibe I've gotten. The major episodes that point towards this vibe in my mind are

Major first date vibes. Spongebob goes to Patrick for advice and nervously says "Patrick... I met a girl" which leads Patrick to act as wingman. At the very least, Patrick sees it as a first date between Spongebob and Sandy.
>Karate Choppers
The way Spongebob and Sandy interact in this episode is very cute and feels like a new couple being addicted to whatever form of PDA they have. (In this case, Karate.) The scene in the park is what really makes it feel this way. Sandy blurts out that she wants to do Karate, and Spongebob blushes and says "You mean, r-right here?" which feels like a nod towards a sexual undertone. The way that they interact when getting more tense when cutting up the meat for sandwiches is also very cute.
>Ripped Pants
While Spongebob definitely enjoys the public attention that his ripped pants bit give him, it's clear that he's mainly doing it to impress Sandy. It makes her laugh, even when it starts to bother other people, which makes him do it more.
After Spongebob takes it too far and pushes everyone away, he sings a song that's specifically about Sandy, mentioning that she wont look at him and that she would never want to dance with him now.
Overall, it feels pretty overt. While I understand them wanting to move away from it, I think what is there is actually very cute, and I like it a lot.
