He purposefully designed them to be as non-deadly as possible. He makes a paragraph how it’s hard to make contingencies for Clark because Kryptonite by its nature will kill him if he uses too much, so he had to make a new type that is crippling but won’t kill him no matter what

it's alwasy right to have contingency plans for worst case scenarios, and for what I remmember they weren't that deadly, plus it has the benefit to been usefull in cases of other characters with similar powers.

It's been a while, but from what I remember the real problem wasn't so much the contingencies but Batman's years of being a jerk who didn't trust any of them and thus gave them no reason to continue trusting him.
