I like to think he didn't start the fire. It seems fitting to me that for all the bullshit he got up to throughout the show from Jackie Junior to Tracey, he ultimately gets killed for something he genuinely didn't do, and nobody believes him.

Tony's brain breaking toward the latter end of the series was the best thing to happen and makes him much more in line with how anti-social, violent, arbitrary, and sociopathic real criminals are.
