Western cartoons usually get adult males to voice boys instead of adult women like anime. I wish that wasn’t the case, but Dipper is one of the better examples.
In my country we have plenty of talented adult VAs who can do convincing child-like voices (and for their respective gender nonetheless), so it's something that weirds me out a little when I listen to English voice acting, I'm sure there are some but evidently they are pretty rare over there it seems.
