      Vibe and plot are not exclusive and Lynch is a hack. The show's legacy obviously belongs to Frost since we can see by Fire Walk With Me and season 3 that he was the driving force of the interesting and fun parts of the show and Lynch is a moody forever 15 year old that thinks throwing a bunch of esoteric shit on the screen is good filmmaking and laughably winds up creating genuine garbage like the grand finale of the series being literal capeshit where a fanfic character with a dollar store infinity gauntlet punches Bob in his final CGI form to death while the rest of the cast stands nearby doing nothing with their mouths agape like literal anime characters - I'm 100% Lynch had the characters go "N-Nani?!" but some hero editor stealthily removed it.

      I don't think it was meant to be understood, different writers made different shit up as they went along. Frost wrote Josie shooting Cooper in the S1 finale, why she did that was never explained even though Frost maintained control over the course of the story even after Lynch left. Mr. Lee was initially introduced as a guy keeping an eye on Cooper, but that was also dropped very quickly.

      Season 2 is fine for roughly the same length of episodes as there were in season 1, its problem was the network ordering a season of almost 3 times as many episodes as the first while telling them at the same time they had to reveal the killer within the first 1/3rd of it, which renders most of the latter 2/3rds pointless shit with no real direction. Despite that there are still good moments in the "bad" episodes, and the season 2 finale is fantastic.
