The guy who wore the suit on set did the voice too. If George just hired a professional voice actor Jar Jar would not have been such a big meme.
Jar Jar is supposed to be annoying. But the vocal performance is just really stiff and that's really what is so strange about the character.
Compare to the voice actor for Boss Nass, who was a professional VA, which is way more expressive.
I really think with a better vocal delivery Jar Jar would not have been such a big deal.
