They were friends for the most part. The kiss in the OP happens right before she and Bizarro get sucked into an alternate universe and they don't come back until much later. In the last issue of Lobedell's run, Jason and Artemis have sex and part as friends. It's about the most unromantic post-sex scene that you could have. I'd say he did it to throw fans a bone and maybe an editor pressured him to do something.

Jason is dating or married to Rose Wilson in a couple different Elseworlds, but there's only been some flirting or hints in the mainverse.
Dexter S o y carries Jason/Artemis with his art. But Lobdell really didn't seem keen on it. So he half-assed it, but it's hard to tell because he bullshits everything.
Jason is the best robin, he had the best stories with batman and caused more uproar than nightwing, oracle, red robin or dickbats he is just poorly written

No. It was awkward and i liked that They kept things simple in the friend zone. It wouldn’t work in the long run. I don’t think Jason Todd has a love interest I can get behind. It’s always some copy of what Batman or Nightwing did. And in Nightwing’s case, boring as hell.
It’s controversial to say but I think street level heroes should be with other street level heroes or civilians. Makes the most sense for ease of storytelling.
I like Jason's ongoing relationship with the Wonderfamily. I also like Donna as his big sis. I wouldn't say Artemis and Jason should be endgame, but its a fun pairing.I don't see it lasting longterm honestly.
This comic is so overrated, the worst story in that trilogy.
It is bloated, yeah, but I do like moments like that.
I enjoyes their interactions alot, and with Bizarro they felt like a family, but I can't say they could really be romantic? They were close and there for each other, yet I cant imagine them having a normal romantic relationship.
Its a poimt that hes not as close to the super family like the other Robins are
