You mean the dictionaries you are using and people use words incorrectly all the time Without understanding the legal definition because it fits with the political connotations ( you don't want to call people refugees so you just called them all immigrants or migrants even when legally they are clearly refugees) and your web captured that doesn't even add anything to your argument it doesn't even say the word Refugee.

In public yes, in private they agree it's an easy way to give out exploitative loans to individuals without the monetary protections granted to naturalized citizens.
What are they going to do with a $10,000 30% APR loan they can't pay back, flee back to their home country with a hit out on their head? Or keep working 60 hours a week at $7.25 an hour and keep paying perpetual interest while trying to feed their family and take out a $120k 25% APR loan and split it with a s/o so their family can have a place to live resulting in them only paying off the interest at most each year even with a s/o paying nearly ever penny into it too.
