It's hated because of its sloppy writing, sloppy directing, lacking captivating, charismatic characters like TDK and completely blue balling the audience out of a real triumph over bane.
You can nitpick it to death if you want and there's plenty of meme shit in there but in terms of emotional impact it's fricking good as a trilogy closer
The scope, scale and ambition of this movie is still unmatched in the genre of superhero films. I think it's the biggest swing as an artist that Nolan took with the entire franchise and for some it hits and some it misses. I personally think it is unironically the best movie of the three. It has more layers, it's smarter, Bane is a genuinely captivating character whenever he's on screen, Bale and Caine give their best performances of the series, the score is as great as ever, and there are some monumental set-pieces.
Batman Begins I think is the least flawed of the series, and The Dark Knight is easily the most intense and gripping. But I appreciate the swings and ambitions of The Dark Knight Rises.

you forgot some: >alfred tells you how the movie ends 15 minutes into the movie >batman recovering from a crippling back injury by getting punched in the back by a prison "doctor" >a 10yo child makes the prison escape jump when hundreds of grown men couldnt >the weird timeskip where bane holds the entire city of gotham hostage without anything happening in the meantime >bane revealing the truth about harvey dent, his proof is a soggy piece of paper with a "speech written by commissioner gordon" and everyone believes him >all of gothams cops go into the sewers at the same time so bane can trap them there >the "fusion core" that degrades into a nuke over time so they have to drive it through the city for 5 months
Surprisingly a lot of obvious neutered violence. Like there are scenes that feel like they should've been more violent only for a Bane-controlled Tumbler to roll in front of an execution scene, for example.
Also, if you're familiar with Baneposting, it can be very hard to take anything in the movie seriously.
The stuff of legend. I watch it from time to time. I don't even like capeslop or Batman more than any other person but man this trilogy is on some serious meme magic. All of it was perfect.

I remember Knightfall being a decent read but I was like 14. I'm not sure if this movie took from that or if Bane stories were always similar.

Nolan's heart clearly wasn't in it. He makes clumsy errors here which he didn't in his previous Bat-movies.
