The only way I think it would work is if you had a scenario that causes the Earth's core to change in some way, like its magnetic charge reversing or gravity being reduced
you set it post high technology after floating cities have been established on Venus but some event has destroyed a great deal of technology on Venus and Earth cutting off connection between the two.
At this point all the people know is life in the clouds but the technology is failing and raiders move from cloud city to cloud city stealing components and resources.
Your protagonists attempt to secure the macguffin, contact the mythical place call earth, and find LAND.
In other words the plot from Waterworld but on Venus

One of them had a siberia sized are become a giant lava lake, the other froze the earth over to the equator. One of them was a giant rock smashing so hard into a particularly volatile piece of crust it ignitied american continent sized areas in wildfires while blocking out the sun completely for weeks
Big undetected asteroid smashing into earth at ridiculous speeds from deep space would be a plausible scenario
Dude just make it so there's something that prevent people from living on the surface and they're forced to live above a certain elevation. Doesn't need to be super weird and complicated.

Next movie after that is Earthworld where people live on the ground like normal. It's about some people looking for the ocean and it's just down the street.
I like the idea of people on hanggliders and paragliders existing in an environment where there is no where to land or take off from. It would be infuriating. They would be like a ninja faction of the bad guys, silent and quick, sent to kidnap or assassinate someone.
Where did the smokers keep getting cigarettes from? Even if the oil tanker they were on was carrying a secondary cargo of nothing but cigarettes youd figure they wouldnt last for years
I assume they weren't the only cargo ship to survive and the history of water world was a history of different groups and their ships scavenging from each other as they do battle for supremacy.

Not really related, but I swear years ago I saw this movie with a similar title with water or aqua or something, it might have had multiple parts, but I've never been able to find any evidence of it so it I might have just made it up

It always starts really cool but after a few seconds I notice I'm not actually flying just gliding and then by and by I just get slower and slower until I trundle to the ground and then try to jump back up but it's always just lame gliding for a few feet.
I always fly from a force from the bottom of my feet and if I tip over I die. Once I suddenly levitate 30 feet in the air I get extremely nervous and have to "surf" to maintain balance.
Movies will never be made as good as they were back then. If there was a waterworld 2 it would no doubt be soulless, incoherent and filled with trannies and Black person homosexuals just like every other slop movie released for the past 10+ years
