It's clear the writers and directors had no real vision and just thought making a Fallout playground would be enough to ground the characters into the setting. It flim-flams between absurdist humor, gory violence, and tongue-in-cheek eye winks to the audience as it's only means of communicating the (very lacking) story.
Fallout as a game series was never one to take itself seriously but given the player's agency to decide how serious or silly they want to behave, the setting allowed for more tonal whiplash.
As a straight narrative you can't really do that with a very talented group of visual storytellers and actors. It's a hot mess and one big themeparl ride. Also it not concluding with a tie in to an announcement of Fallout 5 was a huge miscalculation on Bethesda / Zenimaxs side

There are several places in the show where a character acts completely out of sorts with how they were presented earlier. This is bad writing, not le quirky Fallout humor. Tonally scenes shift haphazardly between extremes with little attention to narrative flow or how the audience might relate to the events. It's all vignettes spliced together with head nods to what players might recognize from the game. It's cheap.
