He was one of the first two Marvel/Timely Comics heroes back in 1939, was a major character in Fantastic Four in the 60s, and at one point was considered the first mutant in the Marvel comics universe. In the movies Captain America is the only WWII superhero, so that's out. FF doesn't even exist yet, so that's out. They had no fricking idea what to do with him so they just shrugged and made him an Aztec fishman.
