The nosediving quite remarkable and the plot advances at snail pace during the filler, but it does advance so it is difficult to skip it. On the other hand the good episodes are very good and the original setting is very interesting and fresh.

Evangelion has a single season. Its first half is not so different from many other Shonens. You have to build up something to tear it all apart and get to the core of what is fiction: an escape into a comfortable universe, the womb, a state of not-life chosen by the viewer to avoid the pain of real human contact.
This message was thrown at a bunch of unsuspecting viewers on several different levels simultaneously. The doomsday plot, Shinji's escapism, and the abandonment of telling the main story all end up in the same place.

It's literally got a scene where Shinjers and an aged Rei have the Evangelion show footage projected on them in a recording studio adorned with models and fake sets of the city.
