I feel like "civilization" could have been done in a way that would have felt more like part of the same world. And that's just the set/matte designs. Things like lighting, editing, composition are all over the place.
There’s only so much you can do with 70s/80s VFX. Lucas was never satisfied with the tech he had on hand. He wanted to do so much more but initially didn’t have the means to do it. So he founded ILM to create the tech that’d give him exactly what he wanted.
They're bad but spawned a lot of good tertiary media like video games.
That being said they're a million times better than the sequels and I can see why people retroactively think they're good since what Star Wars is now is some feminist deconstruction that's like poison to the soul.

Because it was brand new tech created for the movies. Had they been made more recently, they’d look a lot better.
Lucas never considered the EU as canon. The EU writers knew that too and were fully aware that their shit would get overwritten by whatever new thing George sought out to make.
It has great music, great costume design, interesting planets, cool looking vehicles and memorable new aliens. The weakest part is the writing however, at least Lucas tried to do something new and part of the problem seems to be that everyone around him was unwilling to give him meaningful advice.
They are quite bad and a monumental example of less being more. I think the prequels had ample room to tell a good story, but the risk of backfire was real and apparent even in the 90s.

Jar Jar did an enormous amount of damage to the prequels, I'd argue he's singlehandedly responsible for the poor reputation
