Seoul is not expensive. It is is expensive to raise kids and have a big house. Renting an apartment is cheap, unless you live in the most popular places, but living 5-10 minutes in waking distance away and the price drops 20-30%.
If you are from a rich European country or the US, then Seoul is cheap. Not Vietnam cheap, but first world cheap.
I spend 560 USD in rent and another 800-1000 USD on food, drinks and fun each month. Then you got a total tax rate of 15-20%, even if you are a top 10% earner.
If you are from Spain or France, you can save a lot more money in Seoul. If you are a software developer from California, you will probably save more money by working in silicon valley.
