What are the most ridiculous name changes in foreign dubs?
The Latin American dub of the Powerpuff Girls not only changed the girls' names, but they also changed Fuzzy Lumpkins to Peludito and Townville to Santavilla. They also changed the Red Guy's names from Cow And Chicken to Luci Fernandez.
The Italian dub of Courage the Cowardly dof changed Eustace to Justino and Muriel to Marilu.

Swedish is part of the north germanic language group along with Danish, Norwegian, Icelandic and Faroese while Finnish is from the uralic family that aslo includes Hunagrian and Estonian.

Some Brazilian Portuguese changes:
Bugs Bunny is Pernalonga, which means "Long leg" (same name of the rule 34 artist)
Daffy Duck is Patolino. Probrably a word play of Chatolino, a way of calling someone boring/annoying
PowerPuff girls names are Florzinha (red) Docinho (green) e Lindinha (blue) (Little Flower, Sweetie, and Cutie/Pretty)
Green Arrow's sidekick (forgot the english name) is called Ricardito.

Russian Huey, Dewey and Louie
The name "Huey" sounds like russian word for "penis" ("huy"), so russian dub named them Billy, Dilly and Willy which is ridiculous because "Willy" and "Billy" is basically the same name- "William"
I remember in some dubs they actually use original names. Huey is probably too hard till pronounce for little kids, but Huey and hui sounds very different.
Russian transformers G1 on another hand is just on completely different level.

Fuzzy can be translated as Peludito anon; on the other things, the girls names are change so that they remain small and start with a B, that's why bubbles wasn't change, and townsville would be "Pueblovilla" that has too vowels to match the mouth movement at the time of translation, so a "Santa Villa" as in "St. Ville", a similarly redundant name is used.
The Red guy from Cow and chicken was called Red or Rojo in Cow and Chicken, but he did use names from time to time in the show and that's probably what you are referencing.
In Russian Transformers G1 dub Starscream was called Scandalist, Soundwave was called Nathan (they probably misheard soundwave as sAndwave). In Transformers Masterforce Minerva was called Vetochka (Twig).

Never understood why every single Looney Tunes character has their american name in the latin dub except for Daffy.
It might have been a disagreement between the many latinamerican dub studios. There's a lot of in-fighting between, bullshit stirring here and here, actors being petty and or underpaid, etc, etc. I do recall Daffy being referred to as "Daffy" here and there, which was weird as hell.
We have some of the best voice actors ever, but corruption is an ever present element in any latinamerican institution, dubs are no exception.

Bugs' name was never changed in Latino spanish. The only difference is that ocassionately he was described as "Bugs, el conejo de la suerte" (Bugs the Lucky Rabbit) but that title has been disappearing from newer projects.
Tweety Bird and Fornhog Leghorn also got their names changed to Piolin and El Gallo Claudio.
Tweety's does have some sense however ("Pio" is a way to write a small bird's chirp or tweet sound)
