Every HOA is different and a number of subdivisions and neighborhoods don't have them. In other cases municipal codes determine what you can and can't do with your home and yard.
Suburbs are meant to be low-crime by design, so a fence in the front isn't going to protect your lawn and shrubs from anything. The fences in the backyard are meant more for privacy and containing children and pets.

The only problem with modern suburbs is the plot size. They pack the houses in so tightly that there is no yard space for large trees to grow. Only smaller ornamental trees that will never provide useful shade.
If you look at old photos of suburbs from the 50s and so on they also looked sterile and cookie-cutter when they were new, but now they look comfy because they have big trees lining the streets and alleys.
