more like they all hated him and when Vought said they were getting ready to replace him they all agreed to get in on it. Vought was afraid that if they came out with Homelander SB would kill him to preserve his spot at the top, plus they would have the strongest cape that was under their thumb from birth.
The irony is that SB would have actually been been fine with having a kid and at the very least better at raising John than Vought was (though not by much)

The real reason that he was considered "bad" is because he was an butthole who was strong enough to not be put in his place. Vought wanted a guy like Homelander (S1, S2) to be their face because Homelander actually cared about his appearance and he fell in line.
Current Soldier Boy however has killed tons of heroes, so he's kind of a mass murderer

I genuinely have to wonder if the worst thing he did was cut out. Jensen Ackles stated this about a scene he refused to do:

It's unknown what it was, but speculation is that he was gonna rape gunpowder. It's possible because we do know in the series that there was implication that Soldier Boy molested Gunpowder who vehemently denied it. We never got any confirmation from Soldier Boy himself about it, and Black Noir's cartoony flashback shows that he only roughed him up a little bit in "training".
But other than that, he didn't do much bad things. Infact, from what little we've seen, he's not even as bad as Homelander. Hell, you could argue that Ultimate Captain America is worse than Soldier Boy.
I could see it being Soldier Boy making Gunpowder frick some random scared minority girl who doesn't even speak English. Like a "Be a man, here's my gift to you. I'll sit here and make sure you do it - or are you a homosexual?" type deal.
IMO that's more of the direction they were going with his character than him being an actual diddler
