The unironic answer is that while the plains of Gorgoroth are entirely sterile, they only make up about a fifth of the land area of Mordor. The rest of Mordor is the land of Nurn, comprised of extremely fertile plains (thanks to volcanic ash) around the inland Sea of Nurnen and endlessly farmed by enslaved peoples.

He actually does talk about this. Nothing can be grown in Mordor obviously so the work is outsourced to other subjects of Sauron.
