Maybe politicians in the Philippines can allocate some resources and money into their education system and also building libraries in more accessible parts of the rural and city areas as well as encouraging private businesses to open up bookstores. Like they should open up more bookstores and libraries across the street, opposite a Church since plenty of Filipinos are still religious. And they should be filling up those libraries and bookstores with good books like classical literature, biographies, history, philosophy, technical books, and genre literature since reading in general doubles as both an enjoyable hobby and indirect studying. Only types of books that shouldn't be in stores are books that are Woke or books that are Communist/Socialist propaganda.
I read somewhere on Reddit that Filipinos read stuff on their phone using some kind of reading app that gives them books written by amateur writers. Problem is that reading on a screen is different from reading a print book and people who read actual books in print form do a lot better with their studies and testing.
This is why the bookstores and libraries are really important. The Philippines already has a bunch of technical colleges that teach things like farming and working on machines or in construction and skills like that help build spatial I.Q. or some other form of I.Q.

And frankly, Filipinos watch a lot of television and what's worse is that they'll keep the television on even while studying or doing some other activity not realizing that an always on television probably interferes with a person on some kind of subconscious level. A student studying with a television on won't do well on a test or in schoolwork. It would be better if they play classical music like Beethoven or Mozart since listening to classical music or string music actually helps with math or memory.
