If they are supposed to be having passionate sex and you can tell it's on a set that's just gross. I can just watch pornography if you aren't able or willing to create some passion for a scene about two characters in love.
It should be used any time it makes sense for the person to be nude partially or fully. If it makes sense for them to be nude partially or fully and instead they are clothed entirely, it immediately breaks immersion in the scene.
