Harley was originally the kind of chick who would send Ted Bundy letters in prison. Basically she never should have been allowed access to infamous criminals but due to Gotham's general corruption on every level she slept her way into a position where she did. Also the Joker was a pretty good manipulator in BtAS.
What post-New 52 actually smart and heroic Harley saw in the Joker is absolutely beyond me but most things about that version don't make sense.

Joker can be fairly charismatic when he isn’t a completely unhinged psychopath, which was the case for most of his existence until DC decided to turn the edge up to maximum overdrive.
