He was really good at hiding himself. If he ever lost his temper or was too preoccupied around Jedi the Dark Side started leaking out though. Obi-Wan actually felt it in one novel. Palpatine was agitated during an attempted assassination, and Kenobi reached out to grab him and usher him to safety while Anakin held off the assassin, and he describes in his inner thoughts feeling for a brief moment an absolute black, depthless abyss of pain, misery, and horror like a reflection of pure darkness. He loses his grip, grabs him again, and feels nothing, so he dismisses it as his imagination.
Other times, other Jedi also felt darkness around Palpatine. But it felt like the greed, lust, desire, and shit you feel from ANY politician. Hiding as a politician was the best decision Palpatine made.
The guy was deep in the political arena. Any bad vibes coming form the senate building was probably hand-waved as politicians just doing their usual shifty antics during a time of mass civil unrest and warfare.

IIRC the force is good its just the powers it grants can be used for bad its like a gun basically whoever uses it decides it nature.
