I think Gyp Rosetti may have been what Jimmy was supposed to be in season 3, at least partly.
Nah S2 was Jimmy's villain arc, he would have been the same as Eli, gradually earning back favour with Nucky. I think that the long term plan was to have him fall in with the Chicago outfit or the Commission (hence the early relationship with Capone and rivalry with Luciano). I think Eli ended up taking most of the story that Jimmy would have had. My theory is S3 he would have been in a similar role to Eli, perhaps even Eli was meant to die at the end of S2 or become much more of a background character but they switched the roles around. For instance it would have made way more sense for Jimmy to have brokered the deal with Capone for the AC war against Rosetti than Eli. I think by the end he would have been the Comission's guy in AC, maybe even the one to kill Nucky in the end.
