Then a cartoon about Mario meeting alternate versions of his friends in parallel dimensions.
Meanwhile we get a Sonic cartoon with live action segments involving Roddy Pipper in a shitload of make-up.
Who would be Scratch, Grounder and Coconuts Mario cartoon counterparts?

Given how they were based on random Sonic 2 enemies, my personal choices would be a Koopa Troopa (Scratch) and a Goomba (Grounder), with a Lakitu (Coconuts).

Sonic pulled off dark and dramatic better than Mario, I'm afraid.

They were made five years apart however.
Not really, Super Show came out in 89 and was syndicated on random channels. Then in 90s the Mario 3 show came out on NBC, and Super Show was taken off the air. World was considered the next season on NBC and Mario 3 was not on any longer.
DiC just plain had no fricking idea what in the hell to do with Mario to make a cartoon. I kind of doubt anyone played more than five minutes of the games to even attempt to get an impression of the setting.
It seems pretty simple though, just run down the list of cliche cartoon plots and recycle all of them in a colorful world that has talking mushroom and turtle people in it. Worked for Pacman and Space Ace.
