I remember the old Stella au had two human supervillains one being a Wario esque treasure hunter and the other a cyborg cult leader (I can post pictures if you wsnt) but beyond that I could see them fighting

I had actually played with this idea in my mind a couple times with a sentient race that was seeking to get revenge on the gems. Their leader had shattered the gem that was presiding over their planet, leading to it getting destroyed by the Diamonds. The survivors had created a space-faring fleet that was powered by reverse-engineered gem tech, using captive gems as the power source like Lapis' mirror.
Isn't it implied that the gems destroyed Russia?

I remember coming up with my own villains a long time ago because I was growing frustrated with the show's direction and lack of actual antagonists
i still can't get over the fact that they never bothered to feature any other aliens in the show. i swear any time the writers had the opportunity to make their show more interesting they chose the opposite

That would require gem lore progression and competent worldbuilding, but after season 3 it became pretty obvious that the only thing the showrunners were interested in were those obnoxious townies.
wasnt the whole deal with pink diamond that earth was the first to have complex life on it, and all the previous worlds they drained filled with much more simple life forms
which is why pink felt the need to build a zoo specifically for life forms found on earth like humans, and eventually rebelled against the diamonds
if they had made first contact with an intelligent species already capable of interstellar travel, they might have changed their tune a lot quicker and never felt the need to visit earth
