People will say vague shit like "the magic was gone", "the writing was worse" but never anything specific about what they disliked. A show doesn't just magically become shit. Yes, I know some writers left, but a bunch still remained. Some will say the Squidward abuse, but I'd say S4 had about as much of it as S3 with the camping episode and the conch episode, both of which have Squidward abused for little reason but people tend to memory hole this out.
I still usually recommend people watch S4 and then stop at the first episode of S5, "Friend or Foe", which is a decent cap to the series. I don't think all of S5 is bad, either, but it's much more hit than miss for me, and the stuff after that gets really terrible.

I noticed the decline as season 4 was airing when I was a kid. It's not like I was on the Internet to see the concensus either, I just came to that conclusion myself.

, there was a very notable drop after the movie that kid me and pretty much all of my friends noticed. Seen it get brought up a lot on Cinemaphile too. Despite maintaining several of the original writers the show had a different head and the new writers would clearly change up the writing dynamic.

Those episodes are well structured, no one ordered Squidward to bother Bob and Patrick when they were camping or in their clubhouse. Unlike good neighbors, where Squidward just wants to be left alone.
Season 4 in general has an off feeling, humanoid designs, more grotesque and mean humor, repetitive settings, most of the season occurs in the Krusty Krab.

Some years ago, I watched all of Spongebob from the beginning to the end. I remember feeling like seasons 4 and 5 were not a huge downgrade from seasons 1-3. I liked them fine enough. Starting from season 6, I did notice the quality drop.
I can't remember exact details about most of the episodes in that picture, though. For me, the most memorable episode on that list is "The Thing". It's among the small handful of Spongebob episodes that I truly hate.

There's always background music or sound effects or characters yelling, no more moments of ambience like old SpongeBob. The dialogue in the first 3 seasons was also a lot more.... calm? Grounded? Idk how else to put it.

I agree, old SpongeBob was a lot more relaxing in a weird way, the sound design and like you said, dialogue were great and putting the viewer in a certain mood.

and maybe a few more but then's it's mediocre for the rest of it, obviously better than the stuff that would come after it but most of the episodes are clearly nu-spongebob.
I think if it ended at 4 then no one would really complain, we still got some good stuff squeezed out of this (Fear of a Krabby Patty, Lost Mattress, Krabs v Plankton, Gary Come Home, Skill Crane, Selling Out, MM&BB 6, Mrs. Puff You're Fired, New Leaf), but by the second half you can definitely see things beginning to falter.
If it ended with S4 I'd imagine certain episodes like Good Neighbors, Rule of Dumb and Best Day Ever would be remembered more like the last gasps of Dexter's Lab and Powerpuff--bad, but more forgettably bad than infamously bad, since the traits those kinds of episodes had wouldn't get the opportunity to fester across multiple additional seasons.
I don't really see what's wrong with Rule of Dumb. Patrick is an butthole in it, but he's mad with power, realizes his mistake and repents by the end. It's a stock power trip plot.

Pretty much what I was trying to articulate earlier, these episodes (and Good Neighbors) are nothing special in a vacuum. They're not terrible, but they're not exactly the most inspired either, compared to what came before them.
The main reason some of S4's weaker episodes get more flack is mainly because of the elements in them that later seasons would end up abusing (Squidward being antagonized without any real justification, Patrick being malicious in his idiocy, SpongeBob going from naive to immature, the grossly frequent advertising for "special" episodes); had the show ended at S4, a lot of those weaker episodes would be considered more inoffensive and unmemorable in most people's eyes instead of being demonized to hell and back.
On the subject of seasonal rot elements, looking at the episode list for Season 4, one element I'm surprised isn't really present is Krabs being greedy to an impractical level; there's elements of it, primarily in Krabs vs. Plankton and Selling Out, but the former doesn't hesitate in having the characters call out Krabs for his cheapness, and the latter shows one of Krabs's limits on being cheap with how disgusted he is at the laziness of Krabby O Mondays and its literal slop food.
Best Day Ever gets a lot of hate but as an episode I think it's alright.
