because he can, and because he wants to prove to the world he can
he's not gonna give up and go to prison once he's all scienced out, he thinks he's just gonna commit crimes and build shit forever until he dies, everyone else dies, or the world finally realizes how great he is

Why would no one know? Dr. Egomaniac here would probably make any hypothetical world-changing invention very public before/while inevitably using it to hold the world hostage or something. He's never gonna get the adoration he thinks he will, but it's fine that his goal is unattainable because he's a supervillain with delusions of grandeur.
His goal is for everyone to see him as the awesome criminal and scientifics genius he believes himself to be, and in particular to prove himself superior to Spider-Man because he holds a massive grudge over constantly getting beaten by him.
It's so funny seeing Spidey eating shit from his villains early on when you compare it to how easily he dodges them now.
