I think that was actually covered in a few episodes. He enslaves some races and works them to death for giggles. But that also actually produces goods that keep his cities afloat and pays the mercs and bounty hunters.
The world under Aku, a being of pure evil, doesn't seem as bad as it should be at times. There's slavery and random destruction, but also people living their lives, going to work and getting compensated, buying merch and going to bars
Yeah, the show really should have showed the full extent of Aku's evil in his society to show why it was bad.

To be fair, we never got to what was the new future like. We should've gotten a fricking epilogue to show they were all alright, and that the way of living was genuinely better without Aku.
