it isn't as hard as you might think, which is why moron teenagers can do it. it just takes more pushing past the fear when you're older.
face your fears, don't think too much about what others might be thinking, do what you feel like and be honest with your intentions/desires.
meet lots of girls/people on a regular basis and talk to them, if you like talking to a girl then make it clear you like her and want to talk with her more. be bold about it, play it cool/casual if she refuses, smile and say ah well.
after that, it is escalation, and sharing bits and pieces back and forth between you both.

mostly it came from a realisation that I'd been wasting my life dodging reality, never involving myself, just passing through without anything sticking. decided to take some chances and risks since there wasn't really much to lose.
from that came other decisions, the decision making was a big part, just making decisions in the real world and not worrying or overthinking them. helps a lot to level up.
then went abroad for a while, stayed around other people a lot, levelled up conversation skills, became more bold with girls.
if you just make it clear you like them, hold your ground, hold your eye contact with them, smile, suggest doing stuff, say they look pretty when you think it, and sit/stand closer or put your arm round them when you knight otherwise second guess it, it proceeds from there.
you might make some mistakes, fade some minor humiliation, but it is trial and error and in the end you sort of figure it out and everything seems a bit easier.

if you need somewhere to go, volunteer in something, local or further afield.
other than that, see what hobbies and activities you can find in your area - something girls like. pottery/painting class, dance class etc.
