The whole point is, that he could have stopped the guy right then and there, but chose not to act. His uncle ended up dead. The point of the line "with great power comes great responsibility" initially was, that when Peter became strong, he could have beaten his bully... but after the death of Ben Parker, it's re-contextualized. The point is, that he should use his power proactively, for the benefit of others.

If you think about it, Spiderman and superheroes in general would probably have a very low impact on crime. In a city like New York, you'd pretty much be zipping from one crime to another back to back all night and probably get as much done as any beat cop would have.

Beat cops don't hospitalise or otherwise subdued 6-20 suspects a night, every night. And once someone makes a reputation for themselves it makes their enemies think twice. Crime would decrease significantly in proportion to Spiderman's actual operating capacity purely out of fear

You'd have to be hauling fricking ass non stop to stop that many people, if it's even possible. Crimes are usually just one suspect, and can be miles apart from eachother, and can happening at the same time. Criminals already run a risk of being imprisoned, beat up, or even shot anyways and that doesn't stop them. Most criminals are low IQ Blacks who can't think more than 5 minutes ahead so consequences don't really matter.
I've never read the comics but surely Spiderman could just beat some low-level grunt and work his way up the ladder, gathering intelligence to ambush illegal deals and sabotage operations. He is a genius after all, he won't just swing around the city at his leisure if he has something better to do
J'yeah, I guess he'd be good against organized crime because he doesn't have to worry about all the restrictions of law enforcement. But Mobs make up a small percentage of violent crime. Even low level mobsters make too much money to mug people or rob convencience stores unless they're just a complete pyschopath and enjoy doing it which isn't unheard of.
