Obnoxiousness I think is the key factor.
Beavis and Butthead are funny stupid characters because, despite their constant laughter, they are mostly pretty quiet characters.
Dudley is a loud, yelling, obnoxious idiot who ruins things and gets in the way of other characters in a way that isn't fun.
He has a childhood trauma because he hated it when his mother forced him to go shopping with her to buy pants. This is explained in the Katty episode at the end
I think the "dumb logic" the character uses has to make sense in its own way, while being absurdly misinformed or obtuse in its basis. >East? I thought you said weast. >Sandy's a girl?!
It's easier to just write "MC does stupid action which moves the plot forward" than it is to think of a reasonable in-character explanation for why they would do that action in those circumstances to begin with

Thanks for giving me context. i love you anon.
how their stupidity has an impact on other characters
When they start affecting other people
Thre is no line, any concept can work if done by a competent writer.
When their stupidity is relied upon as a plot device.
examples of this?
90% of western cartoons. Its kind of stupid to say all cartoons where a character's stupidity is used as a plot point are bad.
LOUD NOISES
"You have to be smart to make stupid funny."

Best explanation here. Even the most extreme examples of moronation can work in a story as long as it's not completely random.
And why are so many characters evolving into flanderized stupidity like Homer and Peter Griffin if no one finds that funny?
